Is it ethical to have a single spare dollar in your account if there is a single person in greater need of it?
By threat of death, IE they need it for food or medicine.
And how is the relative distances, physical and social, equate into the matter. IE, is it anymore ethical to step over a dying child on the streets then it is to let one die from inaction across the world?

Sure it's ethical in that you don't know how God plans to meet the needs of every single person and you don't know if God wants their need to bring about a change in their life and who they might look to in order to get their needs met.
God doesn't tell His people to run around throwing their money at everyone who appears to be in dire straights. While it is good to be ready to help another person in need, you have to use discernment.
It's like saying that you should give your paycheck to someone who is on the street and they are on the street because they are a heroin addict. You give them your money and instead or repenting of their destructive behavior they go out and buy a lot of heroin and end up overdosing.
